RGAA 2025: What You Need to Know to Stay Compliant

Would you like an RGAA audit?

What exactly is the RGAA?

The RGAA (General Framework for Improving Accessibility) is a legal framework designed to ensure that digital content (websites, apps, etc.) is accessible to everyone, including people with disabilities. This includes people who are visually impaired, hearing impaired, or have motor or cognitive impairments.

Under the law passed in June 2025, digital accessibility becomes a stricter requirement for businesses, particularly those offering online services or content—and more specifically , banking, telecommunications, e-commerce, audiovisual media, and transportation services.

This law officially takes effect on June 28, 2025, and requires strict compliance with the RGAA for both public and private websites.

Our experts have created an infographic to summarize everything you need to know:

What are the consequences of not complying with this law?

Failure to comply with the RGAA exposes you to consequences on several levels:

  • Financial penalties: fines of up to several tens of thousands of euros
  • Damage to reputation: Being singled out for failing to respect the rights of people with disabilities harms a company’s brand image
  • Legal risks: In the event of a complaint or an audit, the company may be held liable
  • A loss of audience: a website that is not accessible excludes nearly 20% of the population and degrades the user experience for everyone

How can you make your website RGAA-compliant?

Here is a clear checklist to help you comply with the RGAA requirements:

  • Conduct an accessibility audit of your website or app to identify areas of non-compliance.
  • Draft and publish an accessibility recommendation that is visible on your website, to meet all 106 RGAA criteria while incorporating UX/UI considerations
  • Implement a corrective action plan with clear deadlines and priorities
  • Display compliance on the home page
  • Publish an accessibility page that includes the accessibility statement, the multi-year plan, and the action plan
  • Train internal teams (web, communications, development) on accessibility best practices.
  • Apply best technical practices, as defined in the standards document
  • Conduct real user tests that include people with disabilities as well as tests on various devices (tablets, mobile phones, and desktops)
  • Document all actions taken to demonstrate your commitment in the event of an audit and to be transparent with your prospective clients

The DATASOLUTION Methodology: A Clear and Structured Approach

At DATASOLUTION, we help companies achieve RGAA compliance through a simple and effective five-step process:

1. Comprehensive audit

We begin with a technical and functional audit of your website or application to identify any non-compliance with RGAA standards. The analysis covers boththe interface and the code, and takes into account the needs of users with disabilities.

2. Personalized Recommendations

Based on the audit, we provide customized recommendations tailored to your technical environment, constraints, and objectives. Each action is prioritized to maximize its impact. Estimates are prepared by the teams responsible for your site if it is hosted by us.

3. Operational Action Plan

We’ll help you define your action plan in the form of a 1- to 3-year roadmap with a timeline and deliverables. Our teams can also provide direct support on technical, UX, or content-related aspects.

4. Testing Phase

Once the adjustments have been made, we verify compliance through user testing with people with disabilities and using validation tools to ensure true and lasting accessibility.

5. Audit Validation

We validate the updated recommendations by conducting a “re-audit” of the site.

We’re here to support you every step of the way as the RGAA takes effect on June 28, 2025.
Achieving compliance isn’t just a legal requirement —it’s an opportunityto improve the user experience, expand your audience, and strengthen your brand image.
